International Pen Spinning Festival ，国际转笔嘉年华，是由UPSB提出的国际转笔组织活动。与WC和WT不同，嘉年华不带有比赛性质，仅为组织间交流活动，极具观赏性。今年将从8月中持续到12月，期间每个星期都有一个组织发布合片，合片可以是该组织的官方合片，也可以只是个别成员出的小合片。 + J7 }! ^7 u' {$ \# U3 S9 x7 |3 u' ?7 [+ u' k# n' N* X# O7 c% L
