, w, q5 R# \' s6 B$ M1 d) [$ O7 BInternational Pen Spinning Festival ，国际转笔嘉年华，是由UPSB提出的国际转笔组织活动。与WC和WT不同，嘉年华不带有比赛性质，仅为组织间交流活动，极具观赏性。今年将从8月中持续到12月，期间每个星期都有一个组织发布合片，合片可以是该组织的官方合片，也可以只是个别成员出的小合片。
